Vetr Top Raters Upgrade JC Penney, See 9% Upside

Vetr top raters upgraded J C Penney's stock rating to 3.5-stars out of a possible 5- stars. In fact, shares of J C Penney have risen to $7.32 since the prior rating of 3.0-stars was issued just 4 days ago.
